INTRODUCTION

The County of Solano is conducting a national search for an enthusiastic public service professional to join its County Administrator's Office as a Management Analyst. 

THE POSITION

The successful candidate  will have excellent organizational, analytical and communication skills and enjoy the challenge of a fast-paced work environment.  The County's team-oriented approach to problem identification and process improvement provides a self-motivated individual with a wide range of opportunities for professional growth.  The County Administrator's Office works with other management and line staff to realize the Board of Supervisors' strategic plan goals and objectives.  Seeking knowledge and experience in:

  • Preparing and analyzing budgets
  • Preparing and reviewing Board Agenda items
  • Reviewing expenditure patterns and projecting revenue streams
  • Developing long-range planning objectives Fee and cost studies
  • Contract development and negotiation skills
  • Legislative and/or Economic Development issues/platforms
  • Conducting organizational, management and operational studies

EXAMPLES OF DUTIES

  • Assists in the development and installation of the County's annual budget; receives and analyzes departmental budget requests; reviews expenditure patterns; projects future revenues and expenditures; determines fund balances; calculates, compiles and presents assigned segments of total budget to co-workers, County Administrator and Board of Supervisors; provides liaison with department, Human Resources, Auditor-Controller and other representatives on matters related to the budget adoption process.
  • Consults with department managers and staff on operational, organizational and administrative issues; participates in the development of annual work plans, long-range planning objectives, agenda materials/strategies, operational policy and procedure.
  • Coordinates interdepartmental projects, implementation of policy and changes in service levels and delivery systems; provides consultative direction to managers on matters related to organizational and/or operational effectiveness.
  • Provides staff support to the County Administrator, Board of Supervisors and advisory groups; conducts studies of complex organizational and operational concerns; analyzes legislation, develop funding proposals, policy alternatives and strategies; prepares and presents reports and recommendations on such studies and administrative issues.
  • Represents the County Administrator and/or Board of Supervisors in dealing with representatives of other governmental agencies, civic groups, legislators, contractors and the public; responds to inquires and service delivery complaints; negotiates and monitors contracts; prepares public notices and news releases.
  • Assists in the development and implementation of fiscal plans and policies; prepares comprehensive budget documents; reviews and monitors overall expenditures and revenues.
  • May act on behalf of superiors as assigned; may be assigned specific operational authority over projects, services and/or operations; may assist in training of interns and/or entry level analysts.

EDUCATION AND EXPERIENCE

Education
Bachelor’s degree is required from an accredited college or university, preferably in Business Administration, Public Administration, Economics, Political Science, or closely related field. AND

Experience
Senior Level requires- Five (5) years of work experience in the public sector involving fiscal operations and analysis, budget development, financial/budget analysis, legislative analysis, operational management, and general management of various County functions. 

Journey Level requires - Four (4) years of work experience in the public sector involving fiscal operations and analysis, budget development, financial/budget analysis, legislative analysis, operational management, and general management of various County functions.

  • Budget experience including information on budget preparation, analysis, revenue forecasting, corrective action plans and monitoring. Include organization size, budget amount and specifics on role played and level of responsibility.

  • Coordination of projects involving two or more departments or jurisdictions.
  • Specific work experience related to Economic Development.
  • Knowledge of state and federal budgets, legislative process and local government platforms with specific experience of your roles in the process.
  • Experience preparing and monitoring grant proposals.

Possession of or ability to obtain a valid Class C California driver's license may be required.

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  After satisfactory completion of approximately six months, a 5% salary advancement may be authorized.  Thereafter, further increases are possible upon completion of additional periods of six months, twelve months, and eighteen months, assuming satisfactory service.  Longevity, shift differential, bilingual, call back and stand by pay are provided for some classifications.  Effective December 1, 1998, all new hires are required to participate in the Direct Deposit Program.

 

HOLIDAYS & VACATIONS – Regular full time employees receive twelve paid holidays per year, and accrue vacation at the rate of ten days per year.  After three years of continuous service employees accrue vacation time at the rate of fifteen days per year and at the rate of twenty days per year after ten years. Senior and Executive management positions start earning vacation at a higher rate.


SICK LEAVE
– Regular full time employees accumulate twelve sick leave days per year.

 

RETIREMENT - The county is a member of the Public Employee’s Retirement System (PERS), and benefits are coordinated with Social Security.  The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies.  PERS retirement for miscellaneous employees is based on a formula of 2.7% @55 with both employee and employer contributing.  PERS safety retirement is based on a formula of 3.0% @ 50 or 2.0% @ 50 depending on the job classification.  The County reports the employer’s contribution to PERS as salary, thereby increasing employees pay upon retirement.  

PARS -  County paid 2.7% @ 55 Miscellaneous Public Agency Retirement System (PARS) for other CalPers years of service not credited at 2.7% @ 55
 
LONGEVITY PAY -  Qualified Candidates employed with a recognized California City or County covered agency service (2.5% @ 10, 15, 20, 25, 30 and 35, in addition to the base salary for up to 15% max)

HEALTH BENEFITS
- Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job classification). 

 

EMPLOYEE ASSISTANCE PROGRAM - An Employee Assistance Program is also available.

 

OTHER BENEFITS – Employees also may elect to participate in a deferred compensation and the credit union.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  This is a group policy and therefore receive substantial savings on premiums.  Life insurance is also available for employees. Managment employees are eligible for Long Term Disability insurance.

DRUG FREE WORKPLACE ACT

APPOINTMENT - At the time of appointment all candidates will be fingerprinted and required to execute an oath of allegiance to the United States and the State of California.  You will also be required to offer proof that you are a lawfully admitted alien or U.S. citizen.

 

EXAMINATION APPEALS - For Civil Service positions, individuals selecting to appeal their disqualification in any phase of the examination process must submit a written statement to the Director of Human Resources, within five calendar days of the receipt of the action, indicating the action being appealed, their specific basis for the appeal and the relief sought.

 

PROBATIONARY PERIOD - All new positions are required to successfully complete a minimum probationary period of six to twelve months, depending upon the position.  A probationary period does not apply to "at will" positions.

 

EXTRA HELP APPOINTMENTS - Appointments may be made from an eligible list for extra help (up to 999 hours/fiscal year, no benefits) positions.
