INTRODUCTION

The County of Solano is seeking a dynamic, results oriented public services professional to join its County Administrator's Office as a Principal Management Analyst.

THE POSITION

The Principal Management Analyst provides complex, responsible and varied analytical, budgetary, fiscal, programmatic, legislative, intergovernmental, policy, and/or other administrative analysis duties in providing highly responsible staff support within the County Administrator’s Office; analyzes, prepares, and monitors the budgets for a group of major County departments. This position develops and implements plans, programs, and recommendations for the Board of Supervisors, County Administrative Officer, County departments, advisory committees and commissions, as well as agencies independent of the County and may supervise professional staff. The incumbent also serves as the primary representative of the County Administrator’s Office to assigned departments, Board of Supervisors, and County management team on a broad range of issues.

This position will work closely with the County Administrative Officer and Assistant County Administrative Officer to handle weekly agenda review, annual county budget preparation and year-round budget administration, debt financing, and redevelopment review.  

The ideal candidate for this position should have a positive outlook in facing the challenges of working in a fast paced environment and the ability to welcome change in a continuously evolving organization.  Additionally, this person should have experience in the following:  

- Participating in management, policy, and fiscal matters with significant county-level, agency-wide and intergovernmental impact in a state, county, city, or special district.

- Managing a team, or teams, of analysts and support staff; developing, analyzing, and monitoring the agency budget and fiscal matters; conducting management and fiscal studies affecting the local government; and developing and implementing agency-wide policies and procedures.  

- Serving as a project manager; supervising or providing work direction to subordinate project staff; developing, analyzing, and managing special, major long-term projects that have significant agency-wide and intergovernmental impact, or on special assignments involving significant intergovernmental relationships and activities.    

This position is exempt from civil service, “at will” and serves at the pleasure of the appointing authority. This position reports to the Assistant County Administrator.

EXAMPLES OF DUTIES

Performs analytical and management duties including organizational, budgetary, fiscal, programmatic, legislative, intergovernmental, policy, and/or other administrative analyses.

Oversees budget development and installation for assigned departments; receives and analyzes departmental budget requests; reviews expenditure patterns; projects revenues and expenditures; determines fund balances; calculates, compiles, and presents assigned segment of total budget to department, County Administrator, and Board of Supervisors; provides liaison with other departments on matters related to the budget adoption and revision processes.

Plans and conducts complex budgetary, financial, and operational analyses and studies; determines analytical techniques and information-gathering processes; analyzes information and data; develops recommendations; and oversees and assist in the implementation of recommendations.

Recommends changes in funding and budget plans that may require executive management and elected officials to revise substantive programs. 

Provides staff support to the County administrator, Board of Supervisors, and advisory groups.

Testifies before elected officials, executive cabinets, and other authorities regarding proposed budgets and resource allocation plans; clarifies reports and findings; gains support for estimated budget needs.

Represents the County in meetings with public officials, other public agencies, and civic groups in order to gather input, assess needs, develop priorities, and implement and maintain effective countywide projects and programs.  Presents findings and recommendations to line management, labor organizations, media, community groups and the public in lay terms; and responds to questions.

Monitors legislation and regulatory changes; determines impact; and advises elected officials, the County Administrative Officer, and executive management on proposed legislation affecting County operations.

May supervise budget and administrative analysts and technical and clerical support staff.

Prepares a variety of correspondence, narrative, and statistical reports, procedures and other written materials; accesses varied databases and uses information from various sources to prepare materials.

Performs other duties of a similar nature or level.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited college or university in public financial management, business/public administration, economics, policy analysis, or other fields directly related to the budget, fiscal, and management duties of this class;

AND

Five (5) years of public-sector experience that included performing administrative, analytical, budgetary, fiscal, policy and/or program work requiring analysis and interpretation of data.  At least two (2) years of experience must have been at the advanced-journey level comparable to the County’s Management Analyst (Senior) class.

Note:    A Master's Degree in one of the above named educational fields is desirable.

BENEFITS

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  After satisfactory completion of approximately six months, a 5% salary advancement may be authorized.  Thereafter, further increases are possible upon completion of additional periods of six months, twelve months, and eighteen months, assuming satisfactory service.  Longevity, shift differential, bilingual, call back and stand by pay are provided for some classifications.  Effective December 1, 1998, all new hires are required to participate in the Direct Deposit Program.  

HOLIDAYS & VACATIONS – Regular full time Senior Management employees receive twelve paid holidays per year, and accrue vacation at the rate of fifteen days per year.  After ten years of continuous service, Senior Management employees accrue vacation time at the rate of twenty days per year.  

ADMINISTRATIVE LEAVE - Senior Management employees - 80 hours per fiscal year

SICK LEAVE – Regular full time employees accumulate twelve sick leave days per year.  

RETIREMENT - The county is a member of the Public Employee’s Retirement System (PERS), and benefits are coordinated with Social Security.  The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies.  PERS retirement for miscellaneous employees is based on a formula of 2.7% @ 55 with both employee and employer contributing. The County reports the employer’s contribution to PERS as salary, thereby increasing employees pay upon retirement.   

PARS - County paid
2.7% @ 55 Miscellaneous Public Agency Retirement System (PARS) for other CalPERS years of service not credited at 2.7% @ 55.

LONGEVITY PAY - 2.5% increase after completion of 10, 15, 20, 25, 30 and 35 years of continuous full-time service. Eligible Senior Management employees may use previous California city and/or county experience towards longevity with the County.

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job classification).   

EMPLOYEE ASSISTANCE PROGRAM - An Employee Assistance Program is also available.  

OTHER BENEFITS – Employees also may elect to participate in a deferred compensation and the credit union.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  This is a group policy and therefore receives substantial savings on premiums.  Life insurance is also available for employees only.

CONDITIONS OF EMPLOYMENT

HIRING PROCEDURES - Depending on the number of qualified applicants received, the selection process may consist of a resume screening, written and/or practical exam, oral interview, or any combination. Candidates must be successful in each part of the examination.  For Civil Service positions, the appointing authority is entitled to certification of the top five candidates by score.

EXAMINATION APPEALS - For Civil Service positions, individuals selecting to appeal their disqualification in any phase of the examination process must submit a written statement to the Director of Human Resources, within five calendar days of the receipt of the action, indicating the action being appealed, their specific basis for the appeal and the relief sought.  

PROBATIONARY PERIOD - All new positions are required to successfully complete a minimum probationary period of six to twelve months, depending upon the position.  A probationary period does not apply to "at will" positions.
