INTRODUCTION

Solano County is seeking a dedicated and accomplished professional to serve as its Deputy Director of Health and Social Services/Health Officer.

THE POSITION

Serving as the County’s Health Officer, this position is responsible for directing public health medical services and enforcing public health laws and regulations. Responsibilities involve planning, organizing and managing the day-to-day operations of the Public Health Division to meet mandated public health service requirements and needs of Solano County’s medically indigent. The position serves as a member of the department’s senior management team. 

The newly appointed Health Officer will work in close collaboration with the Board of Supervisors, County Administrator and Health and Social Services Director and in close communication with health officers statewide in carrying out the functions of the position. The ideal candidate for this position will have the highest degree of personal integrity, professional dedication, ingenuity, judgment, and expertise in carrying out the mission of protecting and maintaining the health and safety of Solano County residents in providing top quality medical care to the most under served people in Solano County, inspiring and leading an outstanding and accomplished team of public health professionals, and overseeing one of the finest public health quality improvement infrastructure in the nation. Additionally, this person should have the following experience in public health agencies comparable to the County of Solano:

  • Overseeing comparable public health facilities and clinics
  • Creating new and effective public health programs
  • Overseeing comparable public health quality improvement programs
  • Managing and containing infectious disease outbreaks
  • Responsibility for significant budget management and administration
  • Responsibility for personnel management of a sizable staff including medical professionals
  • Developing and implementing long-term strategic county-wide public health plans and related policies
  • Effectively communicating public health plans, policies and programs

This position by law appointed by the Board of Supervisors. This position is exempt from civil service, “at will” and serves at the pleasure of the appointing authority.  

EDUCATION AND EXPERIENCE

Progressively responsible public health service experience in a health agency supplemented by training, education and/or additional experience in public administration including program planning/evaluation, budgeting and supervision which demonstrates possession of and competency in requisite knowledge and abilities.  Typical qualifying experience would be:              

Four (4) years of progressively responsible professional medical management and supervisory experience in a public health agency which included program planning and evaluation, budget management, personnel management and performance evaluation, policy development and providing community service in a public agency.

SPECIAL REQUIREMENTS

Possession of a valid license to practice medicine in the State of California issued by the Board of Medical Examiners.  

Possession of or ability to obtain a valid Class C California driver's license may be required.

SUPPLEMENTAL INFORMATION

Selectees for employment, must as a condition of employment, sign a statement agreeing to  comply with Section 11166 of the California Penal Code relating to child abuse reporting.

Incumbents  must  be able to work in a clinical environment which may include exposure to communicable disease.

Independent travel may be required.

  5. Describe your experience with budget preparation and administration. Include the size of the budget(s) you have worked with, your specific responsibilities and revenue resources.

BENEFITS

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  Effective December 1, 1998, all new hires are required to participate in the Direct Deposit Program.

HOLIDAYS & VACATIONS - Regular full-time Executive management employees receive twelve (12) paid holidays per year, and accrue vacation at the rate of twenty (20) days per year.

ADMINISTRATIVE LEAVE - Executive management employees receive eighty (80) hours effective July 1 of each year, in lieu of any payment or compensatory time off for work performed in excess of 40 hours per week.

SICK LEAVE - Regular full-time employees accumulate twelve (12) sick leave days per year.

RETIREMENT - The County is a member of the Public Employee's Retirement System (PERS), and benefits are coordinated with Social Security.  The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies.  PERS retirement for miscellaneous employees is based on a formula of 2.7% @ 55.

PARS - The County provides a Public Agency Retirement Services (PARS) Retirement Enhancement Plan that increases private or CalPERS service to a 2.7 CSS benefit formula.

LONGEVITY PAY - Executive management employees receive 2.5% increase after completion of 10, 15, 20, 30 and 35 years of continuous full-time service.  Eligible employees may use prior years of service with California cities, counties, joint power authorities, and other special districts.

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job classification).

EMPLOYEE ASSISTANCE PROGRAM - An Employee Assistance Program is also available.

OTHER BENEFITS - Employees may also elect to participate in a deferred compensation and the credit union.  All County employees are eligible to purchase auto and/or homeowner, renter insurance from Liberty Mutual Insurance.  Life insurance is also available for employees only.
