INTRODUCTION

The County of Solano is conducting a national search for an enthusiastic labor relations professional to join its Human Resources Department as a Employment Relations Manager. 

THE POSITION

Solano County is seeking a dynamic, results oriented Employment Relations Manager to provide professional and complex employee/labor relations services to the County; plan, organize, and administer the countywide employee/labor relations program; serve as the County’s chief negotiator; represent the County in negotiations, grievances, complaint hearings, and other relationships with employees organizations.  This position meets with the Human Resources Director, the County Administrator and the Board of Supervisors to recommend strategies related to labor relations issues and contract bargaining, advises management on complex labor relations matters; and provides highly responsible and complex administrative and technical support to the Director of Human Resources. 

 This position is exempt from civil service, “at will” and serves at the pleasure of the appointing authority and  reports to the Human Resources Director.

EXAMPLES OF DUTIES

Plans, organizes, and administers the County’s labor relations activities in accordance with the various memorandums of understanding, County policies, Civil Service Rules, and applicable state and federal law.

Hears, investigates, and responds to Step 3 grievances on behalf of the Human Resources Director; prepares cases and represent the County in Adjustment Board proceedings.

Researches, develops, and recommends strategies for successful completion of labor negotiations and other matters within the scope of collective bargaining.

Monitors compliance with memoranda of understanding (MOUs) and participates in the resolution of problems related to the MOUs.

Meets with the Human Resources Director, the County Administrator, and the Board of Supervisors to recommend labor relations strategies and positions; receives authority from the Board of Supervisors related to bargaining platforms.

Serves as chief negotiator, provides training to other members of the County’s negotiation teams; develops proposed language for written proposals.

Advises County supervisors, managers, and HR Analysts regarding the interpretation and applications of terms and conditions of MOUs, agreements, or other policies, resolutions, etc.

Advises supervisors and managers regarding disciplinary matters and processing of employee disciplinary cases.

Conducts timely and constant consultations in person, by telephone and electronically with union business representatives and associated staff

Performs other duties of a similar nature or level.

EDUCATION AND EXPERIENCE

Education:  Bachelor’s in public or business administration, industrial/labor relations, law, human resources/personnel management, economics, or a field closely related to the intent of the class; and

Experience: 
Four (4) years of public sector labor relations experience that included negotiating collective bargaining agreements, developing bargaining proposals, and responding to grievances at precedent-setting levels; and

Two (2) years of public sector personnel administration experience that included administering and overseeing employee discipline processes.

 ~OR~

Six (6) years of collective bargaining experience involving direct responsibility for labor contract negotiations; grievance investigations, and/or labor agreement and memorandums of understanding administration; and impasse resolutions.  One of the six (6) years of experience must have been in the capacity of a Chief Negotiator.

Note A: Completion of a professionally recognized certification program in labor relations or possession of a Master’s Degree in one of the above named educational fields may substitute for one year of the collective bargaining experience; but not for the Chief Negotiator experience.

Note B: Professionally recognized certification in Labor Relations is desirable.

SPECIAL REQUIREMENTS

California Driver’s License, Class C

SUPPLEMENTAL INFORMATION

Independent travel.

Work evenings and weekends on a periodic basis.

Work under emotional pressure during regular business hours and after long hours of negotiations.

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  After satisfactory completion of approximately six months, a 5% salary advancement may be authorized.  Thereafter, further increases are possible upon completion of additional periods of six months, twelve months, and eighteen months, assuming satisfactory service.  Longevity, shift differential, bilingual, call back and stand by pay are provided for some classifications.  Effective December 1, 1998, all new hires are required to participate in the Direct Deposit Program.

 

HOLIDAYS & VACATIONS – Regular full time employees receive twelve paid holidays per year, and accrue vacation at the rate of ten days per year.  After three years of continuous service employees accrue vacation time at the rate of fifteen days per year and at the rate of twenty days per year after ten years. Senior and Executive management positions start earning vacation at a higher rate.


ADMINISTRATIVE LEAVE  -
80 hours per fiscal year
 

SICK LEAVE – Regular full time employees accumulate twelve sick leave days per year.

 

RETIREMENT - The county is a member of the Public Employee’s Retirement System (PERS), and benefits are coordinated with Social Security.  The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies.  PERS retirement for miscellaneous employees is based on a formula of 2.7% @55 with both employee and employer contributing.  PERS safety retirement is based on a formula of 3.0% @ 50 or 2.0% @ 50 depending on the job classification.  The County reports the employer’s contribution to PERS as salary, thereby increasing employees pay upon retirement.  

PARS - County paid 2.7% @ 55 Miscellaneous Public Agency Retirement System (PARS) for other CalPers years of service not credited at 2.7% @ 55
 

Longevity Pay - Qualified Candidates employed with a recognized California City or County covered agency service (2.5% @ 10, 15, 20, 25, 30 and 35, in addition to the base salary for up to 15% max)

HEALTH BENEFITS
- Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job classification). 

 

EMPLOYEE ASSISTANCE PROGRAM - An Employee Assistance Program is also available.

 

OTHER BENEFITS – Employees also may elect to participate in a deferred compensation and the credit union.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  This is a group policy and therefore receive substantial savings on premiums.  Life insurance is also available for employees only.

HIRING PROCEDURES - Depending on the number of qualified applicants received, the selection process may consist of a resume screening, written and/or practical exam, oral interview, or any combination. Candidates must be successful in each part of the examination.  For Civil Service positions, the appointing authority is entitled to certification of the top five candidates by score. 
  
DRUG FREE WORKPLACE ACT – Depending on the applicant’s job class, prospective employees may be required to undergo a Urine Drug Test in accordance with the Solano County Alcohol and Drug Free Workplace Policy once a conditional offer of employment has been made. EXAMINATION APPEALS - For Civil Service positions, individuals selecting to appeal their disqualification in any phase of the examination process must submit a written statement to the Director of Human Resources, within five calendar days of the receipt of the action, indicating the action being appealed, their specific basis for the appeal and the relief sought.
 
PROBATIONARY PERIOD - All new positions are required to successfully complete a minimum probationary period of six to twelve months, depending upon the position.  A probationary period does not apply to "at will" positions.
