THE POSITION

Solano County is seeking a dynamic, results oriented Administrator to plan, organize and evaluate the Countywide Emergency Medical Services system. The incumbent is responsible for coordinating and implementing the Countywide Emergency Medical Services system, including integration of public and private emergency health care services.  The Emergency Medical Services Administrator provides staff support to the County Health Officer, who is responsible for approval of medical protocols and clinical aspects of service delivery.

The Solano Emergency Medical Services Agency serves as staff to the Solano Emergency Medical Services Cooperative.  This a Joint Powers agency comprised of cities and districts in Solano County.  The Cooperative establishes policy and serves as the regulatory agency.  There are seven members of the Cooperative: one city manager, one fire chief, two medical professionals, one emergency room physician, one health care consumer and the county Administrator, who serves as the Chairperson.  The Cooperative meets on a quarterly basis.  The Cooperative does not appoint the Agency Administrator.  He/She is appointed by the Public Health Officer of the county. 

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the County Health Officer/Emergency Medical Services Medical Director.
 
Exercises supervision over technical and clerical staff.

EXAMPLES OF DUTIES

Plans, administers and coordinates Emergency Medical Services system; develops and recommends program objectives, policies and procedures for public and private agency emergency service providers; analyzes systems performance and quality improvement data; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; identifies opportunities for improvement; implements of change;
 
Directs the development of new programs, services and operational processes; creates experimental/pilot programs; provides for quality assurance and safety of the Emergency Medical Services system.
 
Develops Countywide EMS plan; develops agenda items for the Board of Directors.
 
Implements, monitors and evaluates regulatory responsibilities of the local Emergency Medical Services system as provided for in statute; develops and reviews policies, procedures, regulations and ordinances to meet assigned statutory responsibilities.
 
Supervises and trains EMS division staff, establishes standards for training, certifying and authorizing emergency pre-hospital care personnel. Investigates and resolves complaints and unusual occurrences.
 
Negotiates, administers and monitors contracts and agreements with public and private health care providers participating in the emergency medical services system.
 
Develops and implements, in conjunction with the County Health Officer, the medical components of disaster preparedness; develops long-range planning for current and future operations; acts as support staff to the County Health Officer in the event of a local or general disaster.
 
Coordinates and implements public information programs on emergency medical services; collects, analyses and evaluates data to insure adequate Emergency Medical Services System performance; coordinates the operational components of the County emergency medical services system.
 
Prepares a variety of reports and documents; prepares annual reports; submits data and reports to State agency and presents reports to various government leaders and agencies.
 
Analyzes and reports on proposed legislation impacting on County Emergency Medical Services System.
 
Maintains professional knowledge in applicable areas and keeps abreast of changes in job-related rules, statutes, laws and new business trends; makes recommendations for the implementation of changes; reads and interprets professional literature; attends training programs, workshops and seminars as appropriate.
 

EDUCATION AND EXPERIENCE

Experience:
 
Four (4) years of emergency medical service planning and training experience which included some experience as an emergency medical service provider.
 
Education/Training:
 
A Bachelor’s degree is required from an accredited college or university, preferably in Public Health, Public Administration or a closely related field.

  2. Describe your experience supervising and training personnel within an EMS and/or Public Health environment, include your experience in establishing standards for training, certifying and authorizing emergency pre-hospital care personnel.  
  3. Describe your experience in  disaster preparedness.
  4. Describe your experience in negotiating and monitoring contracts or agreements.
  5. Describe your practice of remaining current in EMS and public health trends and developments and how you have implemented new programs to improve the goals of your organization.
  6. Describe how you would improve the current State EMS systems.

SPECIAL REQUIREMENTS

Possession of, or ability to obtain, a valid Class C California driver's license may be required.

SUPPLEMENTAL INFORMATION

Independent travel is required.
 
Incumbents may be required to work outside normal business hours.
 
Positions allocated to this class may require skill in teaching emergency medical personnel.
 

ADA COMPLIANCE

Physical Ability:  Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).  Tasks may involve extended periods of time at a keyboard or workstation.
 
Sensory Requirements:  Requires the ability to recognize and identify similarities and differences between shade, degree or value of colors, shapes, sounds, forms, textures or physical appearance associated with job-related objects, materials, tasks or people.
 
Environmental Factors:  Requires the ability to work under conditions where exposure to environmental factors poses a limited risk of minor injury or illness.

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  After satisfactory completion of approximately six months, a 5% salary advancement may be authorized.  Thereafter, further increases are possible upon completion of additional periods of six months, twelve months, and eighteen months, assuming satisfactory service.  Longevity, shift differential, bilingual, call back and stand by pay are provided for some classifications.  Effective December 1, 1998, all new hires are required to participate in the Direct Deposit Program.

 

HOLIDAYS & VACATIONS – Regular full time Senior Management employees receive twelve paid holidays per year, and accrue vacation at the rate of fifteen days per year.  After ten years of continuous service, Senior Management employees accrue vacation time at the rate of twenty days per year after ten years.


ADMINISTRATIVE LEAVE - Senior Management employees - 80 hours per fiscal year
 

SICK LEAVE – Regular full time employees accumulate twelve sick leave days per year.

 

RETIREMENT - The county is a member of the Public Employee’s Retirement System (PERS), and benefits are coordinated with Social Security.  The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies.  PERS retirement for miscellaneous employees is based on a formula of 2.7% @55 with both employee and employer contributing. The County reports the employer’s contribution to PERS as salary, thereby increasing employees pay upon retirement. 


PARS - County paid 2.7% @ 55 Miscellanious Public Agency Retirement System (PARS) for other CalPERS years of service not credited at 2.7% @ 55.

LONGEVITY PAY2.5% increase after completion of 10, 15, 20, 25, 30 and 35 years of continuous full-time service.  Eligible Senior Management employees may use their previous CA City and/or County experience towards longevity with the County

 

 

 

 

 

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job classification). 

 

EMPLOYEE ASSISTANCE PROGRAM - An Employee Assistance Program is also available.

 

OTHER BENEFITS – Employees also may elect to participate in a deferred compensation and the credit union.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  This is a group policy and therefore receive substantial savings on premiums.  Life insurance is also available for employees only.

CONDITIONS OF EMPLOYMENT

HIRING PROCEDURES - Depending on the number of qualified applicants received, the selection process may consist of a resume screening, written and/or practical exam, oral interview, or any combination. Candidates must be successful in each part of the examination.  For Civil Service positions, the appointing authority is entitled to certification of the top five candidates by score.

 

DRUG FREE WORKPLACE ACT – Depending on the applicant’s job class, prospective employees may be required to undergo a Urine Drug Test in accordance with the Solano County Alcohol and Drug Free Workplace Policy once a conditional offer of employment has been made. MEDICAL EXAMINATION - Prior to appointment you may be required to pass a medical examination.  Candidates are encouraged not to quit or give notice to present employers until the medical examination has been completed and passed.

 

APPOINTMENT - At the time of appointment all candidates will be fingerprinted and required to execute an oath of allegiance to the United States and the State of California.  You will also be required to offer proof that you are a lawfully admitted alien or U.S. citizen.

 

EXAMINATION APPEALS - For Civil Service positions, individuals selecting to appeal their disqualification in any phase of the examination process must submit a written statement to the Director of Human Resources, within five calendar days of the receipt of the action, indicating the action being appealed, their specific basis for the appeal and the relief sought.

 

PROBATIONARY PERIOD - All new positions are required to successfully complete a minimum probationary period of six to twelve months, depending upon the position.  A probationary period does not apply to "at will" positions.

 

EXTRA HELP APPOINTMENTS - Appointments may be made from an eligible list for extra help (up to 999 hours/fiscal year, no benefits) positions.

 

DISASTER WORKERS - In accordance with Government Code Section 3100, County employees, in the event of a disaster are considered disaster workers and may be asked to respond accordingly.
