INTRODUCTION

Solano County is seeking a dedicated professional to serve as its Substance Abuse Administrator.

The Solano County Health and Social Services Department's Substance Abuse Services Division provides a wide range of prevention, intervention, treatment and recovery services for substance abuse problems, including alcoholism and other drug addictions. Youth, adults, probationers, and parolees benefit from these services. Through community and county-based programs, we serve approximately 4,000 persons per year. Services include but are not limited to alcohol and drug detoxification, outpatient counseling, and residential treatment.

THE POSITION

Under general direction, plans, organizes and manages the day-to-day operations of the Substance Abuse Services delivery system to meet federal and state regulatory and fiscal requirements/constraints; serves as a member of the department's senior management team.

This is a single position class with overall responsibility for directing the County's comprehensive alcohol and drug abuse programs to serve targeted and general populations of Solano County.  This class reports to the Director of Health & Social Services.

EXAMPLES OF DUTIES

Duties may include but are not limited to the following:
 
1.         Plans, organizes and directs the County Substance Abuse Service system within the Health & Social Services Department to alleviate problems related to alcohol and other drug abuse, develops and implements program plan, budget, policies and procedures; monitors budget.
 
2.         Manages substance abuse services operations through subordinate managers and supervisors; directly supervises program management and administrative staff.  Develops, interprets, determines and communicates appropriate application of policy and operational procedure; conducts staff meetings and ensures appropriate communication  throughout the division to which assigned.
 
3.         Maintains liaison with representatives of the Alcohol and Drug Advisory Board, state and regional health and social services providers, interested community organizations and other County departments.
 
4.         Ensures appropriate expenditure of public funds through the efficient operation of programs.  Monitors utilization review, work production and other information related to service delivery, directs operational changes to increase effectiveness and efficiency of operations; reviews correspondence, regulations, reports and court decisions to determine  necessary operational changes; coordinates divisional operations with other departmental  activities through consultation with other senior management team members.
 
5.         Ensures the dissemination of information on alcohol and other drug problems and services to promote general knowledge of addiction; makes public presentations upon request.

 
6.         Review and evaluates proposed or enacted legislation, regulation and policy to ensure the compliance of the County's Substance Abuse Program.
 
7.         May be assigned additional managerial or administrative duties, may conduct special studies, convene committees on behalf of the Department, Director; investigates and resolves issues of administrative concern.

EDUCATION AND EXPERIENCE

Progressively responsible administrative experience involving the provision of substance abuse program services supplemented by education, training and experience and which demonstrates possession of and competency in requisite knowledge and abilities.  Typical qualifying education and experience would be:
 
Five (5) years of progressively responsible administrative experience in the delivery of alcohol and drug program or mental health or a combination of management services which include program planning, and budget evaluation, management, policy development.
 
                                                                           And
 
Equivalent to graduation from an accredited four-year college or university with a major in social work, public health, social science, public administration, or closely related field.
 
                                                                           And
 
Possession of a Master?s Degree in Social Work, Public Health, Public Administration or closely related field maybe substituted for one-year of experience.

  3. Describe your experience involving program management, including program planning, implementation, innovation and evaluation. Provide specifics regarding a description of the programs and your level of responsibility for those programs.
  4. Describe your experience managing and supervising employees. Include the number of people supervised, nature of the work involved, e.g., public health professionals, and the length of time you supervised.
  5. Describe your experience preparing and monitoring substance abuse or mental health program budgets. Indicate the size of the budget(s) you have worked with, your specific responsibility and revenue sources.

SPECIAL REQUIREMENTS

Possession of or ability to obtain a valid Class C California Driver's License may be required.

BENEFITS

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  After satisfactory completion of approximately six months, 5% salary advancement may be authorized.  Thereafter, further increases are possible upon completion of additional periods of six months, twelve months, and eighteen months, assuming satisfactory service.  Longevity, shift differential, bilingual, call back and stand by pay are provided for some classifications.  Effective December 1, 1998, all new hires are required to participate in the Direct Deposit Program.  

HOLIDAYS & VACATIONS – Regular full time Senior Management employees receive twelve paid holidays per year, and accrue vacation at the rate of fifteen days per year.  After ten years of continuous service, Senior Management employees accrue vacation time at the rate of twenty days per year.  

ADMINISTRATIVE LEAVE - Senior Management employees - 80 hours per fiscal year

SICK LEAVE – Regular full time employees accumulate twelve sick leave days per year.  

RETIREMENT - The County is a member of the Public Employee’s Retirement System (PERS), and benefits are coordinated with Social Security.  The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies.  PERS retirement for miscellaneous employees is based on a formula of 2.7% @ 55 with both employee and employer contributing. The County reports the employer’s contribution to PERS as salary, thereby increasing employees pay upon retirement.   

PARS - County paid 2.7% @ 55 Miscellaneous Public Agency Retirement System (PARS) for other CalPERS years of service not credited at 2.7% @ 55.

LONGEVITY PAY - 2.5% increase after completion of 10, 15, 20, 25, 30 and 35 years of continuous full-time service. Eligible Senior Management employees may use previous California city and/or county experience towards longevity with the County.

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job classification).   

EMPLOYEE ASSISTANCE PROGRAM - An Employee Assistance Program is also available.  

OTHER BENEFITS – Employees also may elect to participate in a deferred compensation and the credit union.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  This is a group policy and therefore receives substantial savings on premiums.  Life insurance is also available for employees only.

CONDITIONS OF EMPLOYMENT

HIRING PROCEDURES - Depending on the number of qualified applicants received, the selection process may consist of a resume screening, written and/or practical exam, oral interview, or any combination. Candidates must be successful in each part of the examination.  For Civil Service positions, the appointing authority is entitled to certification of the top five candidates by score.  

BACKGROUND - Prospective employees will be required to undergo a background process, which may include but not limited to a background check, reference check, Live scan fingerprinting, medical examination or any combination of the above. 

DRUG FREE WORKPLACE ACT – Depending on the applicant’s job class, prospective employees may be required to undergo a Urine Drug Test in accordance with the Solano County Alcohol and Drug Free Workplace Policy once a conditional offer of employment has been made. Solano County employees are subject to the provisions of the Drug Free Workplace Act of 1988 and the California Drug-Free Workplace Act of 1990.

EXAMINATION APPEALS - For Civil Service positions, individuals selecting to appeal their disqualification in any phase of the examination process must submit a written statement to the Director of Human Resources, within five calendar days of the receipt of the action, indicating the action being appealed, their specific basis for the appeal and the relief sought.  

PROBATIONARY PERIOD - All new positions are required to successfully complete a minimum probationary period of six to twelve months, depending upon the position.  A probationary period does not apply to "at will" positions.  

EXTRA HELP APPOINTMENTS - Appointments may be made from an eligible list for extra help (up to 999 hours/fiscal year, no benefits) positions.
