THE POSITION

Coordinates the operational activities of public health clinics; provides nursing services in a clinical environment and provides general administrative support to clinic operations; performs related duties as required.

This class is characterized by the responsibility to coordinate the operational activities of public health clinics in addition to providing nursing services in the clinical environment. Incumbents work under the medical direction of a physician and within established protocols of the Health Department at the fully qualified professional level.  

The eligible list established will be used to fill full-time, part-time, limited term and extra help positions.  Currently there is one (1) full-time position in the Family Health Services Division. This position oversees the back office operations of Family Health Services ensuring a smooth and optimal flow, provides direct services to clients, supervises 9 staff in addition to providing triage services and providing direct patient care, and oversees the uninterrupted provision of direct health care services to the medically indigent residents of Solano County.

EXAMPLES OF DUTIES

  • Coordinates clinic and office operations to ensure that appropriate records and patient traffic flow are maintained, referrals and follow-up appointments are made, accurate information is disseminated and that clinics are conducted in an orderly fashion; provides direction to clerical staff in patient processing and other activities; develops policies and procedures; responds to patient complaints; acts as liaison to other departments and agencies.
  • Supervises Clinic Registered Nurses, Medical Assistants, and student interns; assists in selecting new employees; provides training and instruction; coordinates, assigns and reviews work activities; maintains standards; evaluates performance; acts on problems and concerns and allocates personnel.
  • Provides skilled nursing services in a variety of clinics, e.g., outpatient TB, immunization, well-baby, VD; conducts triage; provides referrals; makes physician appointments; obtains blood samples and sputum specimens; administers medications and immunizations; manages medical caseload; answers patient questions; provides informational literature and makes referrals as needed; charts to medical records.
  • Orients clinic physicians, nurses and support personnel in clinic operations and as necessary technical procedures; prepares written procedures related to routine and emergency clerical operations and activities.
  • Maintains inventory of medical supplies, medications and vaccines; supervises use of medications and vaccines; distributes vaccines to clinic sites, private physicians and other agencies as directed; checks and maintains emergency equipment.
  • Schedules and assigns rooms for use by a variety of regular and special health service clinics and other departments; ensures that examination and/or consultation rooms are properly equipped, supplied and maintained.
  • Prepares and reviews a variety of reports; prepares monthly staffing schedules; prepares statistical reports on clinic operations.
  • Maintains professional knowledge in applicable areas and keeps abreast of changes in job-related rules, statutes, laws and new business trends; makes recommendations for the implementation of changes; reads and interprets professional literature; attends training programs, workshops and seminars as appropriate. 
     

EDUCATION AND EXPERIENCE

Experience:
 
Three years of clinical nursing experience which included some responsibility for clinic operations and activities and overseeing the work of others.

Education/Training: 
  
Associate’s degree in Nursing or diploma in Nursing from a three year RN program is required.
 

SPECIAL REQUIREMENTS

Possession of a valid Registered Nurse license issued by the California State Board of Registered Nursing.
 

SUPPLEMENTAL INFORMATION

Independent travel may be required.
 
Incumbents must be able to work in an environment which may include exposure to communicable disease.
 
Positions allocated to this class may require bilingual skills.
 
Candidates for employment must as a condition of employment sign a statement agreeing to comply with Section 11166 of the California Penal Code relating to child abuse reporting.

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  After satisfactory completion of approximately six months, a 5% salary advancement may be authorized.  Thereafter, further increases are possible upon completion of additional periods of six months, twelve months, and eighteen months, assuming satisfactory service.  Longevity, shift differential, bilingual, call back and stand by pay are provided for some classifications.  Effective December 1, 1998, all new hires are required to participate in the Direct Deposit Program.  

 

HOLIDAYS & VACATIONS – Regular full time employees receive twelve paid holidays per year, and accrue vacation at the rate of ten days per year.  After three years of continuous service employees accrue vacation time at the rate of fifteen days per year and at the rate of twenty days per year after ten years. Senior and Executive management positions start earning vacation at a higher rate. 

 

SICK LEAVE – Regular full time employees accumulate twelve sick leave days per year.

 

RETIREMENT - The county is a member of the Public Employee’s Retirement System (PERS), and benefits are coordinated with Social Security. The County has reciprocity with all State PERS and County 1937 Act Retirement Systems agencies. PERS retirement for miscellaneous employees is based on a formula of 2.7% @55 with both employee and employer contributing. The County reports the employer’s contribution to PERS as salary, thereby increasing employees pay upon retirement. 

 

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job classification).   

 

EMPLOYEE ASSISTANCE PROGRAM - An Employee Assistance Program is also available.  

 

OTHER BENEFITS – Employees also may elect to participate in a deferred compensation and the credit union.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  This is a group policy and therefore receive substantial savings on premiums.  Life insurance is also available for employees only.

CONDITIONS OF EMPLOYMENT

HIRING PROCEDURES - Depending on the number of qualified applicants received, the selection process may consist of a resume screening, written and/or practical exam, oral interview, or any combination. Candidates must be successful in each part of the examination.  For Civil Service positions, the appointing authority is entitled to certification of the top five candidates by score.  

 

BACKGROUND - Prospective employees will be required to undergo a background process, which may include but not limited to a background check, reference check, medical examination, Live scan fingerprinting, medical examination or any combination of the above.

EXAMINATION APPEALS - For Civil Service positions, individuals selecting to appeal their disqualification in any phase of the examination process must submit a written statement to the Director of Human Resources, within five calendar days of the receipt of the action, indicating the action being appealed, their specific basis for the appeal and the relief sought.  

 

PROBATIONARY PERIOD - All new positions are required to successfully complete a minimum probationary period of six to twelve months, depending upon the position.  A probationary period does not apply to "at will" positions.  

 

EXTRA HELP APPOINTMENTS - Appointments may be made from an eligible list for extra help (up to 999 hours/fiscal year, no benefits) positions. An employee appointed to an extra help must meet all the requirements of the corresponding regular position. An extra help employee is a person who is employed for the purpose of relieving or augmenting regular staff in the accomplishment of work.  Extra Help employees cannot work more than 999 hours in a fiscal year.  Extra help employees are excluded from civil service and shall not have the rights to regular or continued employment.

 

DISASTER WORKERS - In accordance with Government Code Section 3100, County employees, in the event of a disaster are considered disaster workers and may be asked to respond accordingly.
